Umatilla County Behavioral Health Transition
Umatilla County has moved its substance use treatment to a new provider. Effective September 1st, 2021, Community Counseling Solutions (CCS) will start providing SUD treatment to EOCCO members at the same locations. The same providers members know and trust will be providing care and services at CCS.
EOCCO is taking steps to ensure this is a smooth transition for members. First, all EOCCO members in Umatilla County have received a letter notifying them of the upcoming transition in services. CCS has also conducted outreach to members receiving SUD services and provide them more information.
If members have questions about this letter or overall topic, please direct them to contact EOCCO Customer Service toll-free at 888-788-9821. (TTY users, please dial 711.)
Locations and phone numbers for SUD services will remain the same in Umatilla County. For member questions, call the Clinical Supervisor (location and contact information below). Emergency Outcome Tracking (EOT) COVID-19 Metric
The Oregon Health Authority has implemented a mid-year Emergency Outcome Tracking (EOT) measure to incentivize increased COVID-19 vaccination rates at the CCO level. This metric sets aside a portion of the 2021 quality pool funds (approximately $2 million for EOCCO) if we meet our age-specific improvement targets. EOCCO’s improvement targets are 47.7% for members ages 16+ and 42.0% for members ages 12-15. Each CCO has until 12/31/2021 to meet these goals. In order to receive 90% of the EOT funds CCOs must reach their improvement target for the 16+ population as a whole and for all seven race/ethnicity groups within the CCO. CCOs can receive the remaining 10% of EOT funding by reaching a 42% vaccination rate for members ages 12-15, regardless of race/ethnicity group rates.
Though we will not be holding clinics directly accountable for meeting the 47.7% vaccination target, EOCCO’s performance on this measure will impact the amount of quality funds we are able to distribute to our communities next year. The EOCCO team will continue to make every effort to get our members vaccinated, both for this measure and to support the overall health of our communities. We are actively developing member and clinic-facing interventions to address vaccine hesitancy, vaccine access, and health equity concerns. We welcome your suggestions and feedback as we work to boost the COVID-19 vaccination rates of our EOCCO members.
COVID-19 Public Health Recommendations
The Oregon Health Authority recently published a guidance document for Clinical Care and Healthcare Infection Prevention and Control. This comprehensive guide includes recommendations for clinical management and treatment, work restriction and home quarantine, and resources for specialized healthcare providers and settings.

Get Vaccinated Oregon
Get Vaccinated Oregon (GVO) is a notification tool and vaccine locator map. Individuals looking for the COVID-19 vaccine can connect with providers across the state of Oregon.
Providers can enter vaccine events after they have received allocations. There is an option to publish the event to the map or providers can also notify individuals by pushing event notifications. The event can easily be removed once the event is full, has ended, or providers do not want the event on the map any longer.
To get your information posted to the GVO tool take the following steps:
- The provider point-of-contact will receive login information after they complete COVID enrollment form firstname.lastname@example.org
- Providers can then login to the GVO Provider Portal to enter events: https://admin.getvaccinated.oregon.gov/#/provider

This collaborative project can provide primary care clinics with 15 months of tailored support to implement changes to address unhealthy alcohol use at no-cost to the participating clinics.
Hepatitis C Community of Practice ECHO
Clinicians and their teams are invited to a 16-session Hepatitis C Community of Practice ECHO series that will help build or improve systems of care that effectively treat hepatitis C in the primary care setting.

Whole Person Care for Youth in Foster Care ECHO
Primary care clinicians and teams are invited to participate in the Whole Person Care for Children and Youth in Foster Care ECHO program, sponsored by the Oregon ECHO Network. ECHO is a tele-mentoring program that uses videoconferencing technology to combine brief expert presentations with interactive and practical case presentations from participants.
Sessions for this cohort will occur via videoconference on 2nd and 4th Thursdays from 7:30 a.m. – 8:30 a.m. PDT, beginning September 9, 2021 and ending March 24, 2022.

Comprehensive Behavioral Health Plan (CBHP)
EOCCO is pleased to announce the release of the Comprehensive Behavioral Health Plan (CBHP). The plan builds upon extensive efforts in data gathering, planning, and collaboration among EOCCO and community partners. The CBHP will help guide the provision of behavioral health services region-wide.

Language Access Report due 9/22
The Q2 2021 Language Access Report will be due to EOCCO by 9/22.This report should include data on any patient visits that required the use of interpreter services (provided by a contracted vendor or in-house staff member). The reporting template will be sent out during the week of 8/23 along with an updated FAQ guide.Please reach out to firstname.lastname@example.org with any questions.
2021 EOCCO Clinician and Staff Summit
Registration is now open for the 9th Annual EOCCO Summit. The Summit will be held virtually Wednesday, September 15th and Thursday, September 16th from 9am – 1pm PDT.Sessions include 2020-2021 Quality Measure Update, Native Culture Health Care, Behavioral Health Integration, Vaccine Hesitancy, Traditional Health Worker (THW) Panel, Rural Health Care Policy, and more. Fall Clinic Visits
The EOCCO Quality Improvement team has begun scheduling fall clinic visits with primary care clinics participating in the incentive measure program.Visits provide an opportunity for clinics to examine current performance, review measure specifications, receive one-on-one technical assistance, and discuss end-of-year reporting strategies.
