Healthier Oregon

Starting July 1, 2022, people who are 19-25 or 55 and older may be eligible for full Oregon Health Plan (OHP) benefits regardless of their immigration status. This is possible through House Bill 3352 (2021) which created a program called “Cover All People.” The program is now known as Healthier Oregon. Current Citizenship Waived Medical (CWM) members who are 19-25 or 55 and older will automatically move from emergency coverage to full benefits in July.

Who is eligible?

People who live in Oregon who:

  • Meet income and other criteria,
  • Currently don’t qualify for full OHP benefits because of their immigration status, and
  • Are 19-25 years old or 55 years and older.

Immunization Quality Improvement for Providers (IQIP)

IQIP is the CDC’s national quality improvement initiative for providers utilizing the Vaccines for Children program. Formerly known as AFIX, IQIP has been revamped to focus on provider vaccination workflow and helping healthcare teams maximize opportunities to vaccinate patients. In addition to immunization practice improvement, IQIP participation is a great way to meet CCO incentive metrics related to childhood and adolescent vaccination coverage.

IQIP has four main areas of focus; 1) scheduling the next vaccination visit before the patient leaves your office, 2) leveraging ALERT IIS or your EHR to improve immunization practice, 3) making strong vaccination recommendations and 4) improving vaccine communications. In Oregon we have added a custom strategy of recommending HPV starting at 9 years of age. At a time when the U.S. is beginning to recover from the pandemic and focus on bringing routine vaccination rates back up, the IQIP team is eager to help!

For more information, please contact the VFC helpdesk who can put you in touch with your local IQIP consultant.

Upcoming Events & Trainings

Motivational interviewing for vaccine conversations (no-cost CME/CE)

Samaritan Health Services invites clinicians to a free motivational interviewing session focused on patient conversations about vaccines.

Thursday, June 30, 10 am – 11 am

Rural Population Health Grant

The Oregon Office of Rural Health (ORH) is offering up to five (5) awards for $5,000 each for a population health initiative conducted in a rural location in Oregon. This initiative is open to Critical Access Hospitals (CAHs), CAH-owned Rural Health Clinics (RHCs) or organizations that are conducting programming in collaboration with a local CAH or CAH-owned RHC.

Grant applicants must create or sustain programming that identifies and works to address a specific population health need for an identified rural population. A strong application demonstrates an innovative, sustainable, and scalable model with strong community partners. Applications that support medical supplies for direct patient care and/or food/drink will not be considered. For more information or to apply visit the Oregon Office of Rural Health's website.

Mail-Order Pharmacy

EOCCO members can have certain prescriptions mailed to their home address. If you are aware that a member is having difficulty going to the pharmacy to pick up their prescription(s), this may be a good option for them. This could also be helpful to those who may be away from home for an extended period and will need medications mailed to them out of state. Members can use Costco or Postal Prescription Services (PPS) for mail-order pharmacy.

If an EOCCO member is interested, please have them call EOCCO Pharmacy Customer Services at 888-474-8539 (TTY users, please call 711). Our office hours are Monday through Friday, 7:30 a.m. to 5:30 p.m. PT.

Reminders

Timely Access to Care Survey

Thank you to those who completed the Timely Access to Care Survey. As a reminder, please view the access standards as outlined in OAR 410-141-3515 and on page 67 in EOCCO’s Provider Manual.

EOCCO will send out the next survey in November.

Consent Forms

EOCCO has recently updated the Provider Forms page to include hysterectomy and sterilization consent forms in both English and Spanish.

Members with Medicare and Medicaid

EOCCO full-benefit dual eligible (FBDE) members are those that have Medicare as their primary coverage and EOCCO as their secondary. These members have access to both health related services (also known as flexible services) and non-emergent medical transportation (NEMT) through their EOCCO benefit.

Health related services are non-covered services under the Oregon Health Plan (OHP) with goals to improve the way members can get care and improve their health. Some examples of flexible services are equipment, appliances, and classes. Members can start the request, but providers will need to approve and submit the request to EOCCO. For more information, please see the flexible services request form.

EOCCO members can receive free rides to appointments through NEMT services. Rides are available for covered services under OHP. Members can call 877-875-4657, Monday-Friday 8:00am – 5:00pm PT to request a ride. Please visit EOCCO’s NEMT page for the Free Ride Guide, a list of local phone numbers and list of FAQs.
