HRSN housing benefits
If you’re having a hard time paying rent or keeping your home safe, EOCCO may be able to help. We offer housing-related benefits to help you stay in your home, pay for needed services or work with someone who can support you through the process – at no cost to eligible members.
This is not an emergency housing program. It may take 30 – 60 days or more for EOCCO to decide if you are approved for the service you requested.

What housing services are covered?
If you qualify, EOCCO may help with:
Rent and future utilities (renters only)
- Past and/or future rent (up to six months)
- Future due utilities like water, gas, internet, garbage, internet and phone (up to six months total)
Not included: Pet fees, parking, homeowner costs, renter’s insurance that is not billed by your landlord or taxes paid by your landlord.
Utility setup or past-due utility bills (renters only)
- Help setting up utilities
- Help paying utility bills that are past due (up to six months total)
Must be getting rent support through EOCCO to qualify
Storage fees (renters only)
- Help storing personal belongings (up to six months)
Must be getting rent support through EOCCO to qualify
Home modifications
- Small changes to make your home safer
- Ramps
- Grab/grip bars
- Door and cabinet handles
- Lifetime limit: $7,500
Does not cover general repairs or upgrades, or anything your landlord is responsible for
Home remediation
- Safe removal of health hazards
- Pest control
- Heavy housecleaning and yard safety fixes
- Installation of allergy-friendly curtains or blinds
- Lifetime limit: $5,025
Does not include regular housekeeping or cosmetic work
Hotel or motel stays (renters only)
- Temporary stay if your home is unsafe during repairs or cleaning
- Up to three months (can be extended upon request)
Only for renters, and only if you’re getting home modifications or remediation
Any amount of hotel or motel stay will take away from the amount of time you are able to get covered for rent. If you have already used all six months of your rent benefit, you are not eligible to get covered for this service.
Housing navigation and tenancy support (renters only)
- Get help budgeting, applying for other housing, understanding your lease or gathering paperwork
- You’ll be paired with a support provider for 18 months
If you apply for another housing service, you’ll be automatically signed up for this one too.
Note: Approval for this service does not include any payments for housing services.
Who can get housing help?
You may qualify if you:
- Are an EOCCO member with Oregon Health Plan (OHP) medical coverage under a CCOA or CCOB plan
- Are a renter or living in an RV and renting the space you where you park your RV
- Homeowners only qualify for the home modification and home remediation benefits
- Are currently housed with a signed lease or rental agreement
- Earn less than 30% of the average income in your area as a household
- Are at risk of becoming homeless
- Have a clinical risk factor (such as a health or behavioral condition)
- Meet at least one of these life situations:
- You’ll be starting Medicare and OHP in the next three months
- You just joined Medicare and OHP in the last nine months
- You may lose your housing soon or spend most of your income on rent
- You got care at Oregon State Hospital or a large treatment center in the last year
- You were released from jail or prison in the last year
- You’ve been in foster care or the child welfare system in Oregon
- You are a young adult with special healthcare needs
How to apply

- Make sure that your current address matches the address in OHP’s system. If you are unsure, please call
- OHP customer service at 800-699-9075 (TTY 711)
- Or visit the ONE Oregon portal
- Gather the documents you need:
- Two months’ proof of household income. (Note: Income means money you or someone in your household gets. It can come from the government, child support or a job)
- Types of income:
- Award letters or paperwork for
- Social Security
- Temporary Assistance for Needy Families (TANF)
- Social Security Disability Insurance (SSDI), and
- Supplemental Security Income (SSI)
- Paperwork for child support
- Paystubs from a job
- If you do not have any income or proof of the income you get from any of the types above, please fill out this Income Attestation form
- A signed copy of your lease agreement, rental agreement or Verification of Landlord/Tenant Relationship form.
- A copy of your ledger or past-due utility bills
- For home modifications or remediation only: A completed Scope of Work form
- If you need help filling one out:
- Go to the online request form
- Select “connect with a service provider for help”
- Fill out the EOCCO the online HRSN housing application
- Submit any supporting documents that you did not attach to your original request:
- EOCCO will review your request and let you know by email or mail if you’re approved
