Reminder: Mail-order and in-network pharmacy options for EOCCO members
We’d like to remind providers about helpful pharmacy resources available to EOCCO members, particularly those who may have limited access to local pharmacies or prefer the convenience of home delivery.
Mail-Order Pharmacy Services
EOCCO members have access to mail-order pharmacy services through Costco and Postal Prescription Services (PPS). These services allow members to have their medications delivered directly to their homes — an especially useful option for members in rural areas or those with transportation challenges.
To learn more or get enrolled, members can contact EOCCO Pharmacy Customer Service at 888-474-8539 (TTY/Oregon Relay 711). Additional details can also be found in the EOCCO Member Handbook on page 84.
Finding an In-Network Pharmacy
Members who are traveling or needing assistance finding pharmacies can search for in-network pharmacies using the Navitus Member Portal. This tool helps ensure that prescriptions are filled at participating pharmacies, avoiding unexpected costs or delays.
We encourage providers to share these options with members who may benefit from mail-order convenience or need support filling prescriptions while away from home.
EOCCO Health Care Interpreter (HCI) services billing guide
EOCCO recently published a Health Care Interpreter Services Billing Guide. This guide provides an overview of the laws and policies that govern Health Care Interpreter (HCI) training, credentialing, and delivery of sign and spoken language interpreter services to Medicaid/Oregon Health Plan (OHP) members. This guide also details the documentation and coding required to bill Medicaid for interpreter services provided by Oregon Certified or Qualified HCIs.

2025 Quarterly Language Access Report changes
Each quarter, EOCCO collects data on the type of interpreter services provided during medical, dental and mental/behavioral health visits to EOCCO patients with a self-identified interpreter needs flag through the Language Access Report. The quarterly Language Access Reports are utilized as the data source for Oregon Health Authority’s Meaningful Language Access (MLA) Incentive Measure. The MLA incentive measure captures the percentage of patients with a self-identified interpreter need who receive health care interpretation from an OHA-certified or qualified health care interpreter or who receive an in-language visit with a provider who is proficient in the patient’s preferred language.
For 2025, there are a few changes to the Language Access Report data collection fields. These changes will be reflected in the Language Access Reporting Template your clinic receives for Q1 2025 and are outlined below:
Reporting modality for in-language provider visits
- For any in-language provider visit (billing provider for the visit speaks the patient’s preferred language and no interpreter was required), OHA is now requiring the visit modality to be reported. This includes indicating if the in-language provider visit was: in-person, telephonic or video remote in the Language Access Reporting template.
Required reporting for language interpreted
- For any visit that had interpreter services or an in-language provider, it is required to report the non-English language that was primarily spoken during the visit. This includes naming the non-English language in the “Language Interpreted” column in the Language Access Reporting template.
New Meaningful Language Access (MLA) Incentive Measure exclusion
- OHA has indicated a new reason for interpreter service refusal in Language Access Reporting that qualifies as a denominator exclusion for the MLA Incentive Measure. This new reason for refusal is: “Member does not need interpreter services for the visit” [Reason for Refusal 5]. This refusal scenario is meant to capture patients that may require a health care interpreter to be present during certain visit types but might have a level of English proficiency which makes them comfortable having some types of health care visits conducted in English. If a patient refuses interpreter services for a particular visit, Reason for Refusal 5 should be selected to ensure a member’s interpreter need flag is not removed. Reason for Refusal 2 “Member confirms interpreter needs flag in MMIS is inaccurate” should only be selected if a patient does not have limited English proficiency or is bilingual/multilingual and does not need interpreter services (i.e. prefers to have all visits in English).

New interpreter services vendor – Certified Languages International
EOCCO has contracted with a new interpreter service provider, called Certified Languages International. Certified Languages International offers phone and video interpreters available on demand, no prescheduling necessary. In addition to the new contract with Certified Languages, EOCCO still offers services through Passport to Languages Interpreter Services.
Services are available to all EOCCO members with active coverage. We ask that you verify the member’s insurance prior to requesting services.
Provider language proficiency testing
To support in-language care, EOCCO offers proficiency testing to bilingual providers. Tests are conducted over the phone in the target language (i.e., Spanish, Vietnamese, etc.) and take less than one hour. Results will be provided in approximately one week and are valid for three years.
Providers who have passed a proficiency test count positively towards the Meaningful Language Access (MLA) Incentive Measure the same way services provided by an Oregon Qualified or Certified interpreter would.
If you would like to take a proficiency test, please contact EOCCOmetrics@modahealth.com. Please note that this is only available for providers. Staff must still complete one of the 60-hour Approved Health Care Interpreter (HCI) Training Programs selected by OHA.
July 2025 Initiation and Engagement of Substance Use Disorder Treatment (IET) learning collaborative
EOCCO is excited to present a learning collaborative on Initiation and Engagement of Substance Use Disorder Treatment (IET). Please join us on Tuesday, July 22, 2025 for a virtual learning opportunity on the IET incentive measure. Providers and staff at any EOCCO-contracted physical and behavioral health practices are welcome to attend. Agenda items will include (but are not strictly limited to) a discussion of EOCCO IET data trends, the utility of process mapping and opportunities for peer-sharing!

Motivational interviewing training
Please join EOCCO and Boost Oregon in our completely virtual Motivational Interviewing (MI) training session.
- When: Friday, Aug 15, 2025, 8:30 a.m. – 3:30 p.m. PST
This MI training course is designed for anyone working in patient facing roles (including THWs) who want to advance skills in conversational approaches that support lifestyle and behavioral changes. Topics include:
- Working with patients who are vaccine hesitant
- MI techniques and substance use disorder
- Conversational approaches for working with diabetic patients
Learners are eligible for 6.5 CEU hours. Continuing Medical Education (CME) is pending approval.

EOCCO 2025 Quality Improvement (QI) team office hours
EOCCO’s QI team is hosting a series of virtual office hours for clinical partners during 2025!
While each office hour session will be loosely focused on a CCO incentive measure or reporting requirement, this is an open space for partners to come peer-share and ask questions about any topics in the quality improvement realm.

OHP Clinical Connections webinar series
The Oregon Health Authority (OHA) Medicaid Division warmly invites you to the OHP Clinical Connections Webinar series. Designed specifically for clinicians, such as nurse practitioners, oral health clinicians, doctors and physician assistants, this new quarterly series will serve as a platform to:
- Engage in dialogue with the Medicaid Medical Leadership Team about Oregon Health Plan (OHP) program updates.
- Share your questions, concerns and insights about OHP coverage and service delivery.
- Provide feedback on how changes to OHP may affect your work and the OHP members you serve.
- Support inclusive planning of future changes to OHP.
