News from EOCCO:
Updates regarding federal changes impacting Oregon Health Plan (OHP)
Oregon Health Plan (OHP) members will begin receiving notices this month about upcoming federal changes to OHP coverage and eligibility. There are three types of notices members may receive in September or October. Some members will get all three:
- Informational notices about OHP work or activity rules
- Notices for non-citizens moving to Healthier Oregon
- Notices for Healthier Oregon members moving to Open Card

Providers and community partners are encouraged to help spread the word about upcoming changes. Please visit: ohp.oregon.gov/toolkit to view and share flyers, social media posts and other resources.
Healthier Oregon (HOP) members transition to OHP Open Card
Members who have OHP coverage through the Healthier Oregon program will move to OHP Open Card (also known as fee-for-service, or traditional Medicaid). While Open Card benefits are the same, members must see providers who accept OHP Open Card. Providers may wish to enroll in fee-for-service through OHA in addition to their CCO enrollment. Please see OHA’s Oregon Health Plan Provider Enrollment page for more information.
OHA hosts Provider Network Development work sessions to engage, recruit, educate, retain and support Open Card providers to serve the new and larger Open Card population. These meetings are on the second Tuesday of every month from 2 – 3 p.m. The next session will be on Oct. 13, 2026, at 2 p.m. Sign up for the work session here.
Fraud, Waste and Abuse (FWA) provider training
The Oregon Health Authority requires all CCOs to provide Fraud, Waste and Abuse (FWA) training to its providers on an annual basis. To help meet that requirement, EOCCO has posted its provider FWA training on the EOCCO website. We are asking all clinics to review the training and complete and return the EOCCO Provider FWA Training Attestation to EOCCOCompliance@eocco.com. All materials can be found here under the “Annual Compliance” section.
Please note, if you have received this training through a provider workshop or other venue, you do not need to complete this process. If you have any questions, please contact EOCCO’s Compliance Officer, Nick Gross at EOCCOCompliance@EOCCO.com.

The 14th Annual EOCCO Summit brings together clinicians, office staff, traditional health workers, case managers, community-based organizations and all others serving EOCCO members. Topics include current trends in medicine, evolving best practices, community capacity building and more.
This free event will be held in-person on Friday, Oct. 16, 2026, from 8:30 a.m. – 4 p.m. at the Wildhorse Resort and Casino in Pendleton, Oregon. There will not be a virtual option.

EOCCO annual workshop
Please join us for EOCCO’s upcoming annual workshops, held in Ontario and Pendleton. We will be discussing how the Oregon Health Plan (OHP, Medicaid) is administered through a Coordinated Care Organization (CCO) and will cover a range of topics including:
- Member eligibility and plan types
- The Prioritized List of Services
- Division of Medical Assistance Programs (DMAP) registration
- The referral and authorization process
- Claims
- Compliance
- Additional member benefits and HRSN services, and
- Future updates to our program
This workshop is designed for front office, referral/authorization and billing staff. There will be two in-person and two virtual options this year.

New Health Related Social Needs (HRSN) nutrition benefits are here: Join us to learn more!
Join EOCCO for a Lunch and Learn to learn more about the new HRSN nutrition benefits, including pantry stocking and fresh fruits and vegetables. This session is a great opportunity for providers, Traditional Health Workers (THWs), community-based organizations and other member support resources to learn how these benefits can help support patients and members.
Attendees will have the opportunity to meet EOCCO’s nutrition providers, Greater Oregon Behavioral Health, Inc. (GOBHI) and Mom’s Meals, learn more about the services they offer and get answers to their questions.
All providers in EOCCO’s network are welcome to attend!

EOCCO to discontinue Livongo (Teladoc Health) diabetes management program October 1, 2026
EOCCO would like to inform you that the Livongo (by Teladoc Health) diabetes management program will end effective Oct. 1, 2026. The program has been available to EOCCO members age 18 and older living with Type 1 or Type 2 diabetes.
Members who are currently enrolled in the program received a notification letter in early August. The letter included important information about the program’s closure and guidance on how to obtain diabetes testing supplies after the program ends.
Recommended DME suppliers
Members may obtain their blood glucose meter, test strips and lancets through a local pharmacy or a DME supplier. EOCCO recommends the following DME suppliers, who can ship supplies directly to members:

How providers can assist EOCCO members
Review requests from patients transitioning from Livongo and ensure they have current prescriptions for blood glucose monitoring supplies
- Coordinate prescriptions with the patient's preferred pharmacy or DME supplier as needed.
- Assist patients in selecting an appropriate blood glucose meter and compatible testing supplies.
- Continue providing care and support to help patients manage their diabetes and stay engaged in their treatment plan.
We appreciate your partnership in helping our members maintain uninterrupted access to the supplies and support they need to manage their diabetes.
November 2026 Initiation and Engagement of Substance Use Disorder (IET) learning collaborative
EOCCO is excited to present a learning collaborative on the Initiation and Engagement of Substance Use Disorder Treatment (IET) incentive measure. Please join us on Wednesday, Nov. 18, 2026, from 2 – 3 p.m. PST for a virtual learning opportunity on the IET incentive measure. Providers and staff at any EOCCO-contracted physical and behavioral health practices are welcome. Agenda items will include (but are not strictly limited to) a discussion of EOCCO IET data trends, guidance on SUD diagnosis and referrals and opportunities for connection and peer-sharing!

Social-emotional health training opportunity for integrated behavioral health clinicians
The Eastern Oregon Coordinated Care Organization (EOCCO) and the Oregon Pediatric Improvement Partnership (OPIP) are pleased to offer a free learning opportunity for integrated behavioral health clinicians who work with young children in EOCCO-contracted primary care clinics. Thank you for forwarding this information along to any integrated behavioral health clinicians in your practice if applicable!
Background
- OPIP is a statewide organization with more than a decade of experience partnering with practices across Oregon to improve the quality of children's health care
- OPIP has extensive experience providing training for behavioral health clinicians on the behavioral needs of young children, including in rural clinics
- This free Learning Curriculum focused specifically on services for children from birth to age five is aligned with the Young Children Receiving Social-Emotional Issue-Focused Interventions/Treatments incentive metric for Coordinated Care Organizations
- The free learning curriculum offered includes provision of CME and is developed in collaboration with pediatric behavioral health expert Andrew Riley, PhD. The curriculum offers practical strategies that clinicians can immediately apply in their practice
Participants will receive:
- One four-hour in-person training, with EOCCO providing reimbursement for travel and lodging if needed
- Four interactive webinars focused on common behavioral health concerns and brief intervention strategies
- Continuing Education (CE/CME) credit for each learning activity

Reminder: EOCCO full-benefit dual eligible (FBDE) members
EOCCO full-benefit dual eligible (FBDE) members are those who have Medicare as their primary coverage and EOCCO as secondary coverage. Benefits for these members are coordinated, and they have access to health-related services (also known as flexible services), non-emergent medical transportation (NEMT) and language interpreters at no cost.
Health-related services
Health-related services are non-covered services under the Oregon Health Plan (OHP) that can help improve members' health and access to care. These services are available in addition to EOCCO-covered benefits and services. There are two types of health-related services: flexible services and community benefit initiatives. Providers can request flexible services from EOCCO to help address members’ health-related needs and improve health outcomes. Examples of flexible services include:
- Cooking supplies to help make healthy meals at home
- A gym membership if appropriate for a member
- Air purifiers for members with asthma or other respiratory conditions
Members can start the request, but providers will need to approve and submit the request to EOCCO. For more information, please see the flexible services request form.
Non-emergent medical transportation (NEMT)
EOCCO FBDE members can receive free rides to covered OHP appointments through NEMT services. To request a ride, members can call 877-875-4657, Monday through Friday, from 8 a.m. – 5 p.m. PT.

Now recruiting obstetrics and birth clinical team leaders in Wallowa, Malheur and Umatilla Counties!
Center M is an evidence-based clinical model developed and tested by OHSU to help prevent mental health concerns during pregnancy and the postpartum period. Designed for seamless integration into prenatal care, Center M does not require additional time from providers during prenatal visits and can be implemented using existing CPT billing codes.
The model is currently offered in 17 prenatal care clinics across Oregon and requires minimal implementation time. Center M is available in both English and Spanish. Research to date has demonstrated strong outcomes, including high patient satisfaction, strong retention rates and promising effectiveness.
Thanks to recent RHTP grant funding, Center M is expanding to 10 additional prenatal care clinics across Oregon, and we hope your clinic will be one of them!
Participating clinics will receive:
- $10,000 in unrestricted funding to help cover implementation costs or support other clinic priorities
- Free access to all Center M materials, the Center M app and training resources
- Ongoing implementation, launch and pilot support from the OHSU Center M team, as well as peer clinics currently offering the model
- Free promotion of your clinic through community outreach efforts that highlight where patients can access Center M services
Participating clinics will be asked to:
- Engage in implementation planning and preparation for a Fall 2026 launch
- Launch the pilot in January 2027 and participate through Fall 2028
- Provide brief feedback approximately once per quarter, such as completing a 10-minute Qualtrics survey about the pilot experience

The August 2026 Oregon Health Authority Health Care Interpreter (HCI) Registry file has been posted to the EOCCO Incentive Measure webpage under “Meaningful Language Access.” This file contains a list of all active OHA-certified or qualified health care interpreters in the state of Oregon. Files can be downloaded for your reference and records.
