News from EOCCO:
Register today for the 14th Annual EOCCO Summit!
The 14th Annual EOCCO Summit brings together clinicians, office staff, traditional health workers, case managers, community-based organizations and all others serving EOCCO members. Topics include current trends in medicine, evolving best practices, community capacity building and more.
This free event will be held in-person on Friday, Oct. 16, 2026, from 8:30 a.m. – 4 p.m. at the Wildhorse Resort and Casino in Pendleton, Oregon. There will not be a virtual option.

This activity has been planned and implemented in accordance with the accreditation requirements and policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint providership of St. Charles Health System and Moda Health. 2027 EOCCO CBIR Grant Program: Applications now open!
Eastern Oregon Coordinated Care Organization (EOCCO) is pleased to announce that applications for the 2027 Community Benefit Initiative Reinvestments (CBIR) grant program are now open through Sept. 4 at 5 p.m. PT.
CBIR offers several funding opportunities that aim to improve the health and well-being of EOCCO members and their communities and increase access to care in Eastern Oregon. Applicants may apply for up to $50,000 and must be able to demonstrate how EOCCO members (also known as the Oregon Health Plan) directly benefit. The grant period for funded projects will be Jan.– Dec. 2027.

2027 CBIR grant types
There are five types of grant applications within CBIR:
- Transformation (Opt-in): Supports population health projects and initiatives aimed at improving access to care and impacting specific quality incentive measures:
- Health Information Technology (HIT) & Risk Adjustment
- Social Needs Screening Implementation
- Access to Primary Care Services
- Kindergarten Readiness for 0-6 year olds
- Initiation & Engagement (IET) in Substance Use Disorder (SUD) Treatment
- New Ideas: Provides funding for novel and innovative initiatives and delivery models to improve the health and health care of EOCCO members
- Public Health Fund: Provides funding for public health departments to implement projects to improve the health and well-being of EOCCO members and their communities
- Tribal Health Fund: Provides funding for Tribes or Tribal organizations (T/TO) of the Burns Paiute and/or Confederated Tribe of the Umatilla Indian Reservation (CTUIR) to implement projects to improve the health and well-being of EOCCO tribal members and their communities
- Continuing Current Projects: Provides funding for CBIR projects previously funded in 2025 or 2026 that have demonstrated meaningful impact and success. Priority will be given to projects that address one or more incentive measures the county is struggling to meet
Eligibility
Organizations serving Eastern Oregon, including clinics, health systems, public health, behavioral health, community-based and tribal organizations, may be eligible to apply. Please refer to the RFA for grant-specific eligibility details.
How to apply (*NEW*)
The Request for Applications (RFAs) can be found on EOCCO’s website: https://www.eocco.com/providers/grants. Applications must be submitted to Smartsheet by Sept. 4, 2026, at 5 p.m. PT.
Applicants will complete a brief screening form for each proposed project by Sept. 4, 2026. The brief screening application should take between 15-20 minutes to complete. Proposals that EOCCO determines meet grant criteria will then be invited by email to submit a full grant application, which will be due Oct. 16, 2026.
Required technical assistance (TA)
Please note that all applicants must receive TA before applying by scheduling a one-on-one TA call with the EOCCO Grants Team.

The Eastern Oregon Coordinated Care Organization (EOCCO) and the Oregon Pediatric Improvement Partnership (OPIP) are pleased to offer a free learning opportunity for integrated behavioral health clinicians who work with young children in EOCCO-contracted primary care clinics. Thank you for forwarding this information along to any integrated behavioral health clinicians in your practice if applicable!
Background
- OPIP is a statewide organization with more than a decade of experience partnering with practices across Oregon to improve the quality of children's health care
- OPIP has extensive experience providing training for behavioral health clinicians on the behavioral needs of young children, including in rural clinics
- This free Learning Curriculum focused specifically on services for children from birth to age five is aligned with the Young Children Receiving Social-Emotional Issue-Focused Interventions/Treatments incentive metric for Coordinated Care Organizations
- The free learning curriculum offered includes provision of CME and is developed in collaboration with pediatric behavioral health expert Andrew Riley, PhD. The curriculum offers practical strategies that clinicians can immediately apply in their practice
Participants will receive:
- One four-hour in-person training, with EOCCO providing reimbursement for travel and lodging if needed
- Four interactive webinars focused on common behavioral health concerns and brief intervention strategies
- Continuing Education (CE/CME) credit for each learning activity

OPIP is offering an optional informational webinar on Friday, Aug. 28, 2026, from 12–1 p.m. for prospective participants to learn more about the training. During the webinar, we'll provide an overview of the curriculum, review what participants can expect and answer questions. Please use this link to attend the Zoom webinar.

2026 Incentive Measure (IM) targets for EOCCO available now
We are pleased to announce that the final EOCCO Incentive Measure improvement targets have been calculated. You can now view them updated in EOCCO’s monthly Quality Measure reports and the 2026 Incentive Measure Guide. Please contact EOCCOmetrics@modahealth.com with any questions.
EOCCO has launched a new process for requesting Flex Services/Health-Related Services (HRS). These services include items and supports that are not typically covered by insurance but can help improve a member’s health, well-being and ability to follow their care plan.
All EOCCO members enrolled in a CCOA or CCOB plan are eligible to be considered for Flex Services/HRS benefits.
To simplify the request process, EOCCO now offers a new Smartsheet Flex Services Request Form.
Because approval from a member’s primary care provider (PCP) is required, providers are encouraged to submit Flex Services requests on behalf of their patients whenever possible.

September 2026 PointClickCare Training
EOCCO is excited to present a learning opportunity on the PointClickCare (PCC) Healthcare software for primary care clinics, CMHPs and behavioral health practices. Please join us on Wednesday, Sept. 9, 2026, from 12–1 p.m. PST for a virtual training on PCC. Providers and staff at EOCCO-contracted physical and behavioral health practices are welcome. The goal of this training is to explore how PCC can support incentive measure strategies and improve your organization's patient care coordination and outcomes. Both those who already have access to PCC and those who are interested in the tool are welcome to attend.

Upcoming health care interpreter opportunities
Build your path to Oregon qualification: Fall Spanish-English health care interpreter training in Hermiston
Registration is now open for Oregon State University’s fall Spanish-English Health Care Interpreter Training program. This 8-week course is designed to help staff gain the formal training needed to apply to become an Oregon state-qualified health care interpreter. Classes run Oct. 5 to Dec. 11, 2026, with three in-person learning days in Hermiston. Space is limited—review the OSU website and register early to secure your spot.

Thinking about applying—or supporting a team member who may be a good fit? Join EOCCO and OSU for an informational session on the upcoming Spanish-English Health Care Interpreter course. The session will cover course basics, key dates, application steps, and what applicants and managers can expect.

Earn recertification credits: health care interpreter continuing education units (CEUs)
Need continuing education hours for interpreter recertification? Save the date for OSU’s in-person mini conference in Hermiston on Nov. 20–21, 2026.
This event will offer up to eight hours of continuing education for current qualified or certified health care interpreters working toward recertification. Credits will count toward renewal through the Oregon Health Authority, the National Board of Certification for Medical Interpreters and the Certification Commission for Healthcare Interpreters. Resources for providers working with parents experiencing perinatal loss
Return to Zero is a national nonprofit organization supporting families through loss on their journey to parenthood. The Return to Zero website includes materials for both families and providers that offer compassionate, evidence-based perinatal bereavement care.
Additionally, providers can access live webinars hosted on the first Friday of each month or access a full library of on-demand educational courses with CE credits. This includes topics such as pregnancy after loss, supporting the perinatal loss provider and community conversations.
July OHA-certified Health Care Interpreter Registry file posted
The July 2026 Oregon Health Authority Health Care Interpreter (HCI) Registry file has been posted to the EOCCO Incentive Measure webpage under “Meaningful Language Access”. This file contains a list of all active OHA certified or qualified health care interpreters in the state of Oregon. Files can be downloaded for your reference and records.
