News from EOCCO:
Keep up to date with federal changes impacting Oregon Health Plan (OHP)
In July 2025, the federal government passed the House Resolution 1 (HR1) budget bill. HR1 introduces significant changes to the Oregon Health Plan (OHP, also known as Medicaid). EOCCO is preparing for these changes and will continually update our provider network as more information becomes available.
Several upcoming changes that will impact OHP members:
- Work, volunteer, or educational requirements for some members between ages 19 and 64 who do not have Medicare or qualify for OHP programs based on disability or pregnancy
- More restrictive eligibility verification and more frequent Medicaid renewal requirements (also known as redeterminations)
- Some care will require copayments beginning in October 2028
- Changes to the Healthier Oregon Medicaid expansion (HOP) beginning January 2027
Here’s what EOCCO providers and members should know now:
- Work or activity requirements will take effect in 2027 and will not affect all OHP members
- More frequent renewals will take effect in 2027
- Members should keep their contact information up to date with OHP
- Members must report changes and respond to renewal letters in a timely manner
Healthier Oregon (HOP) members transition to OHP Open Card
Members who have OHP coverage through the Healthier Oregon program will move to OHP Open Card (also known as fee-for-service, or traditional Medicaid). While Open Card benefits are the same, members must see providers who accept OHP Open Card. Providers may wish to enroll fee-for-service through OHA in addition to their CCO enrollment. Please see OHA’s Oregon Health Plan Provider Enrollment page for more information.
OHA hosts Provider Network Development work sessions to engage, recruit, educate, retain and support Open Card providers to serve the new and larger Open Card population. These meetings are on the second Tuesday of every month from 2:00 – 3:00 p.m. Sign up here: Meeting Registration - Zoom. The next session will be on August 11, 2026, at 2:00 p.m.

New Cribs for Kids program inbox
EOCCO has launched a new inbox for our Cribs for Kids program. Please send all communications about the Cribs for Kids program to EOCCOSafeSleep@eocco.com.
Safe sleep kits are available to EOCCO parents who are expecting or have recently delivered, at no cost, when they complete a prenatal or postpartum care visit. Providers and staff should complete this referral form and send it to EOCCO on behalf of the member. Members can expect to receive the kit within three weeks of EOCCO receiving the referral.
Referral forms and any questions about the Cribs for Kids program should be directed to EOCCOSafeSleep@eocco.com.
EOCCO to discontinue Livongo (Teladoc Health) diabetes management program
EOCCO would like to inform you that the Livongo (by Teladoc Health) diabetes management program will end effective October 1, 2026. The program has been available to EOCCO members age 18 and older living with Type 1 or Type 2 diabetes.
Members who are currently enrolled in the program will receive a notification letter in early August. The letter will include important information about the program’s closure and guidance on how to obtain diabetes testing supplies once the program ends.
Recommended DME suppliers
Members may obtain their blood glucose meter, test strips and lancets through a local pharmacy or a DME supplier. EOCCO recommends the following DME suppliers, which can ship supplies directly to members:

How providers can assist EOCCO members
- Review requests from patients transitioning from Livongo and ensure they have current prescriptions for blood glucose monitoring supplies
- Coordinate prescriptions with the patient's preferred pharmacy or DME supplier as needed
- Assist patients in selecting an appropriate blood glucose meter and compatible testing supplies.
- Continue providing care and support to help patients manage their diabetes and stay engaged in their treatment plan
We appreciate your partnership in helping our members maintain uninterrupted access to the supplies and support they need to manage their diabetes.
New EOCCO Flex Services / Health-Related Services (HRS) request process
EOCCO has launched a new process for requesting Flex Services/Health-Related Services (HRS). These services include items and supports that are not typically covered by insurance but can help improve a member’s health, well-being and ability to follow their care plan.
All EOCCO members enrolled in a CCOA or CCOB plan are eligible to be considered for Flex Services/HRS benefits.
To simplify the request process, EOCCO now offers a new Smartsheet Flex Services Request Form.
Because approval from a member’s primary care provider (PCP) is required, providers are encouraged to submit Flex Services requests on behalf of their patients whenever possible.

EOCCO is excited to announce the 2026 Clinician’s Summit, bringing together healthcare professionals from across the region for a day of learning, collaboration and connection.

The Clinician’s Summit will offer an opportunity for providers and healthcare teams to engage in meaningful discussions, learn about emerging healthcare initiatives and share best practices that support improved member outcomes.

Join EOCCO’s upcoming training opportunity: Reducing no-shows
Missed appointments can impact patient outcomes, clinic efficiency and quality performance. Join EOCCO for a reducing no-shows training designed to help clinics implement practical strategies that improve attendance and strengthen patient engagement.

Empowering Traditional Health Workers (THWs): Cancer prevention and screening training
EOCCO, in partnership with the OHSU Knight Cancer Institute, is pleased to offer an in-person training opportunity for THWs focused on cancer prevention and screening.
This free, in-person training is designed to strengthen the role of THWs in cancer education, prevention and early detection. Participants will engage in an afternoon of learning and refreshments while building knowledge and practical skills to better support members and communities.
Training topics include:
- Cancer screening guidelines and early detection
- Risk and protective factors
- The role of Traditional Health Workers in cancer awareness and care
- Available community resources

EOCCO Traditional Health Worker (THW) Collaborative – July 31, 2026
EOCCO is excited to invite Traditional Health Workers to the relaunch of the EOCCO Traditional Health Worker (THW) Collaborative.
The THW Collaborative is an open, welcoming space designed to support connection, peer learning and collaboration across the EOCCO service area. This group will continue to evolve based on participant interests and needs, offering opportunities to share resources, discuss challenges and successes and provide input on EOCCO initiatives that impact the THW workforce.

Utilizing Unite Us to address Social Determinants of Health (SDOH)
EOCCO invites Traditional Health Workers to attend a free, virtual webinar focused on using the Unite Us platform to address Social Determinants of Health (SDOH) needs.
This training will provide an overview of how THWs can effectively use Unite Us to support members by connecting them to local and statewide resources and ensuring coordinated, closed-loop referrals.
Webinar Topics Include:
- Completing standardized SDOH screenings
- Searching for local and statewide resources
- Sending electronic, closed-loop referrals
- Creating need-specific resource guides

2027 EOCCO Grant program: Applications opening soon!
The application period for EOCCO’s 2027 Community Benefit Initiative Reinvestment (CBIR) grant program will open on July 31, 2026. The request for applications (RFA) will be posted to EOCCO’s website once the application period opens.
About Community Benefit Initiative Reinvestments (CBIR)
The CBIR grant program funds year-long projects that aim to improve access to care and health outcomes for EOCCO members and their communities. Organizations in Eastern Oregon may apply for up to $50,000 and must be able to demonstrate how EOCCO members directly benefit.
There are five types of grant applications within CBIR:
- Transformation (opt-in): Supports population health projects and initiatives aimed at improving access to care and impacting specific quality incentive measures.
- Health Information Technology (HIT) & risk adjustment
- Social needs screening implementation
- Access to primary care services
- Kindergarten readiness for 0–6-year-olds
- Initiation & Engagement (IET) in Substance Use Disorder (SUD) Treatment
- New Ideas: Provides funding for novel and innovative initiatives and delivery models to improve the health and health care of EOCCO members. This funding opportunity is designed to support innovative projects that have not been implemented in Eastern Oregon before or are uniquely tailored to a specific service area or population.
- Public Health Fund: This application allows public health departments to propose projects to improve the health and wellbeing of EOCCO members and their communities.
- Tribal Health Fund: This application allows Tribes or Tribal organizations (T/TO) of the Burns Paiute and/or Confederated Tribe of the Umatilla Indian Reservation (CTUIR) to improve the health and wellbeing of tribal members and their communities.
- Continuing Current Projects: This application is open to CBIR projects funded in 2025 or 2026 to extend funding. Priority will be given to projects that address one or more incentive measures the county is struggling to meet.
Application Process (*NEW*)
All CBIR applications will involve a two-part application process. Interested applicants will be asked to complete a brief screening form, and proposals that EOCCO determines to meet grant criteria will then be invited by email to submit a full grant proposal to EOCCO.
Application Timeline
- July 31- September 4: CBIR brief screening application period
- September 25- October 16: CBIR full application period (invite only)
- November/December 2026: Award notifications
- January 1- December 31, 2027: 2027 CBIR grant project period

September 2026 PointClickCare training
EOCCO is excited to present a learning opportunity on the PointClickCare Healthcare software platform for primary care clinics, CMHPs, and behavioral health practices. Please join us on Wednesday, September 9, 2026, from 12:00 – 1:00 p.m. PST for a virtual training on PointClickCare.
Providers and staff at EOCCO-contracted physical and behavioral health practices are welcome. The goal of this training is to explore how PointClickCare can support incentive measure strategies and improve your organization's patient care coordination and outcomes. This opportunity is available for providers with existing PointClickCare access and those who are interested in utilizing the tool.

EOCCO members have access to radiation oncology services closer to home. The Eastern Oregon Cancer Center at Pendleton offers advanced radiation oncology treatment for breast, prostate, lung, colorectal and other types of cancer. New drug talk toolkit for providers
This free Provider Toolkit: Protecting Young Patients from Fake Prescription Pills provides ready-to-use materials to help you educate patients and families about the dangers of counterfeit prescription pills made with fentanyl and other potent chemicals—without adding time to your already-packed appointments. All materials are evidence-informed, non-stigmatizing, and designed for turnkey use.
Why This Matters in Oregon
According to the CDC, nearly 500 young Oregonians ages 15-24 have lost their lives to overdose in the past five years. Oregon's youth overdose death rate ranks 8th in the nation. Many of these deaths involve fake prescription pills made with fentanyl and other dangerous chemicals that look exactly like real Adderall, Xanax, Percocet, etc. These deaths are preventable through education. Research shows that youth who understand the risks of fake prescription pills are significantly less likely to take pills not prescribed to them by a physician. Yet a 2025 survey found that only 49% of Oregon teens know that fentanyl is being used to create counterfeit prescription pills. The gap between awareness and knowledge is where we lose young lives.

Both youth and parents identify healthcare providers as their most trusted source of drug safety information. Brief conversations during and after routine visits can significantly reduce risk—and this toolkit makes those conversations simple for you or your patients’ parents or caregivers.

Registration is open for Fall 2026 Oregon ECHO Network programs. Two new programs are making their Oregon ECHO Network debuts:
- Digital Health Navigators
- Behavioral Health for Adults with Intellectual and Developmental Disabilities
We are also offering new cohorts of popular ECHO programs like Dermatology for Non-Dermatologists, Adult Mental Health I, and Substance Use Disorders in Pregnancy and Post-Partum Care.
All the interactive, virtual, case-based programs offered by the Oregon ECHO Network are always free and most offer no-cost continuing education credits.

New OHA-certified Health Care Interpreter Registry file posted
The June 2026 Oregon Health Authority Health Care Interpreter (HCI) Registry file has been posted to the EOCCO Incentive Measure webpage under “Meaningful Language Access”. This file contains a list of all active OHA certified or qualified health care interpreters in the state of Oregon. Files can be downloaded for your reference and records.
